California Public Employees’ Retirement System (CalPERS)
CalPERS provides service retirement and disability benefits, annual cost-of-living adjustments and death benefits to plan members, who must be public employees and beneficiaries. Benefits are based on years of credited service, equal to one year of full time employment.

City of Oxnard Supplemental Retirement Plan administered by Milliman (formerly “PARS”)

Milliman is the new service provider for the administration of the City of Oxnard Supplemental Retirement Plan (“COSRP”), previously known as the “PARS” plan. Employees that are participants of COSRP can log into their accounts using the following link:

TASC Post Employment Health Plan (PEHP)
TASC is the vendor for administration of the City’s Post Employment Health Plan (PEHP). For eligible employees with accounts, please log in here:

Voya 457 Deferred Compensation Plan
The City of Oxnard’s Deferred Compensation 457 provider is Voya Financial. Employees can defer salary up to the IRS limits annually, and have access to a wide array of financial planning and advisory tools on the Voya Financial Website, which can be accessed by clicking here:
Employees can perform most actions directly through the Voya website, including but not limited to the following:
  • Add or change deferral amounts
  • Add or change beneficiaries
  • Manage investment options
  • Access financial planning tools
  • Obtain monthly statements and tax forms

The Standard Life Insurance, EAP & Ancillary Benefits

The Standard Life Insurance Company (“The Standard”) provide standard and optional life insurance benefits to City employees. Please refer to the annual City of Oxnard Employee Benefits Guide for specific coverage information here
